Environmental Impact Assessment

Environmental impact assessment is carried out in accordance with the provisions stipulated in the Law "On Environmental impact assessment", passed on October 14, 1998 and the Cabinet of Ministers regulations No. 4 of January 6, 2004 "Statutes of the Environmental Impact Assessment State Bureau". On February 17, 2004, the Cabinet of Ministers adopted regulations no 87 "Procedures for Environmental Impact Assessment", which prescribe in precise and detailed fashion the implementation procedures of the requirements stipulated in the law "On Environmental impact assessment". Therefore existing legislation in Latvia is in conformity with relevant EU directives:

Council Directive of 27 June 1985 on the assessment of the effects of certain public and private projects on the environment 85/337/EEC, and
Council Directive 97/11/EC of 3 March 1997 amending Directive 85/337/EEC on the assessment of the effects of certain public and private projects on the environment.

The activities of the bureau in a transboundary context are prescribed by 1991 Espoo Convention on Environmental Impact Assessment in a Transboundary Context, which Latvia had acceeded on July 1, 1998 and the Agreement between the Government of the Republic of Latvia and the Government of the Republic of Estonia on Environmental Impact Assessment in a Transboundary Context, signed in March 14, 1997.
