On 5 November 2003 European Commission published Comprehensive monitoring reports on the state of preparedness for EU membership by each of the candidate countries:
Progress monitoring report on transpotion and implementation of EU directives in Latvia prepared by Environmental consultancy company "MILIEU" in May 2004 and September 2003.
